That gas-filled cavity is what gives a double-pane window its insulating power. The spacer keeps the panes the right distance apart. The perimeter seal keeps the gas in and moisture out. When everything is working, you get a clear, energy-efficient window. When the seal fails, you get the opposite.
The haze or condensation you see in a fogged window is trapped inside the sealed cavity between the panes. You cannot clean it from inside or outside the window. The seal has already failed, and moisture has already entered the space. The fix is a new insulated glass unit, not a cleaning product or a temporary repair.
